The director of the game has more context (mostly since he named the tune) and I asked him and here's a direct quote:
"It's artsy shit lol, but basically the dichotomy between Captain Croak and Toadman is sort of meant to be a representation of the ideaological and cultural warfare between French and English Canada. That's why Toadman's track is called "The Quebecois", and it's also why his voice lines are in French." It makes more sense once you play the game the plot sorta is the glue that makes it make sense

I had to use the keyboard drum setting it was a casio lk270 I never played drums before the keyboard drum settings kept giving me these wompy sounds it took a while to get it so it sounded ok I think they turned out ok but I thought maybe some one could put some actual drums on there at some point
